Unfortunately not as the water will fill in the refill flap on the top of the dispenser.

What is the best stainless steel dispenser for harsh environments?

Vinegar can also be used which works as a mild corrosive cleaner to eat away at the oxidation on the surface. You can alternatively substitute lemon juice and get similar results
Can i clean the dispensers with abrasive wire wool?
Steel wool or brushes will scratch the surface of your stainless steel dispensers and make it more susceptible to oxidising or staining. Do not use Bleach or any cleaners with chlorine content, this will stain and damage the stainless steel
